Report on the activities of the Latin American and Caribbean Demographic Centre (CELADE)-Population Division of ECLAC during the period 2024–2026 During the 2024–2026 biennium, the Latin American and Caribbean Demographic Centre (CELADE)-Population Division of the Economic Commission for Latin America and the Caribbean (ECLAC) has undertaken a series of activities under subprogramme 6 of the programme of work of the ECLAC system (Population and development), guided by resolutions 760(XXXIX) and 775(XL), entitled “Regional Conference on Population and Development in Latin America and the Caribbean”, adopted at the thirty-ninth and fortieth sessions of ECLAC, respectively. Under resolution 775(XL), countries renewed their commitment to implementing and monitoring the Montevideo Consensus on Population and Development, considering its Operational guide1 a voluntary technical instrument to assist countries. The Virtual Platform for Follow-up of the Montevideo Consensus on Population and Development was highlighted as a tool that can help to identify gaps and common challenges with a view to strengthening the implementation of the Montevideo Consensus.2 The contribution of the second regional report on the implementation of the Montevideo Consensus on Population and Development3 to the global follow-up to the Programme of Action of the International Conference on Population and Development was also recognized. Impacts of Demographic Change in Latin America and the Caribbean: Public Policy Challenges and Options Latin America and the Caribbean is undergoing deep demographic transformations, including declining total fertility and adolescent fertility rates, increasing life expectancy, noticeable population ageing, reduction of household size and restructuring of households by family type, growing international migration flows and advancing urbanization. These changes vary depending on the state of countries’ and territories’ demographic transitions and present new challenges and opportunities for public policies aiming for sustainable development, inclusion and full enjoyment of rights. This document includes an analysis of the social and economic impacts of demographic change on the region and is intended to provide input to improve countries’ public policies, in line with the Montevideo Consensus on Population and Development and with a view to ensuring the full integration of population dynamics into sustainable development with equity and respect for human rights. Persons with Disabilities: From Statistical Visibility to the Exercise of Rights In the past four decades, the Convention on the Rights of Persons with Disabilities has fundamentally changed the way disability is understood. Traditional conceptions focused on individual deficiency have been replaced by a social and rights-based approach that holds the State and society responsible for eliminating the structural barriers —physical, social and cultural— that limit the participation of persons with disabilities in community life. A central aspect of this process is the availability of robust and comparable statistical information, which increases the visibility of persons with disability. Generating data to that end is not only a technical challenge but also a political imperative, as statistical visibility is indispensable to the promotion of the fundamental rights of this population group. Latin America and the Caribbean has made progress in the inclusion of disability in the public agenda, but marked inequalities persist between persons with disabilities and persons without disabilities. It is therefore critical to approach disability from the perspective of rights and inclusion to ensure that persons with disabilities have their voices heard and can fully exercise their rights, in pursuit of more just and inclusive societies. National Progress Report on the Implementation of the Montevideo Consensus on Population and Development 2018-2024 The report contains four chapters, the first of which reviews the background, the legal and political framework of the country, as well as a brief demographic description. The methodology used for the elaboration of the report is described, highlighting the consultation with public institutions and the continuous dialogue with representatives of the Cairo+20 Leading Group, made up of more than 50 civil society organisations, as well as with the United Nations Population Fund (UNFPA). The second chapter consists of institutional actions for each of the nine themes of the Montevideo Consensus. The third chapter contains the assessments of the Cairo+20 Leading Group on the nine themes of the Consensus. The fourth chapter contains the indicators for each of the nine themes, with the most recent data found, with the caveat that there are still several indicators for which Guatemala does not produce information that allows us to answer them. Second Implementation Report on the Montevideo Consensus on Population and Development of Ecuador The report is divided into four parts, the first of which provides information on the national coordination mechanisms and the process of elaborating the report. The second part includes a brief general description of the country and the national trajectory in terms of the central themes of the Montevideo Consensus (MC). The third part incorporates the normative information and indicators related to the implementation of the priority measures contained in the MC, as well as the analysis of the main gaps and challenges. By collating, systemizing and analysing a wide range of national information and experiences, and thus drawing conclusions and making recommendations that can be applied to the region, this document facilitates sharing of good practices among the countries. The report examines the progress and achievements of Latin America and the Caribbean in the implementation of the Montevideo Consensus, focusing on the major challenges and issues that remain in the population and development agenda for the region to advance in building more democratic, inclusive and just societies, leaving no one behind.
